These pagodas are dedicated to the Koshinto, or the Bato Kannon (Goddess of Mercy), which is believed to have been worshipped by the people, and may have been intended as memorial services for those who died in the cut-off and to pray for the safety of those who went there. Generally, most of the stone pagodas in Japan date from the Edo period (1603-1867) or later.
